    Flair was a tradename for the last cosmetic line Marshall Field Dept Store issued in 1923. The main store was located in Chicago, however Marshall Field acquired Frederick & Nelson in Seattle in 1929 which was located at Pine and Fifth Avenue. I cannot attribute definitively, but I could find no location called Flair in NY on their Fifth Avenue.
